EOI: National Strategic Plan Development Lead

Are you our next Strategic Plan Lead?

 

Scouts Australia has one year left until the end of its 2021-2023 Strategic Plan. Over the course of 2023 we need to develop our next strategic plan, and we are looking for an individual to lead this exciting work.

 

The Strategic Plan sets out our high-level priorities and the specific actions we will take to achieve them. It is the cornerstone of our resource allocation and decision-making. It is the first item on every agenda for our national board, the National Executive Committee (NEC).

 

Term

  • one year

 

Duties

  • develop a draft strategic plan for presentation to the November 2023 Scouts Australia AGM, with an early draft cleared by the NEC at their meeting on 30 September 2023.
  • the strategic plan should cover at least the three calendar years 2024-2026.
  • development of the plan needs to be a consultative process, reflecting the collective priorities and opinions of our organisational leadership. In particular, this requires deep consultation and co-design with the National Executive Committee and the National Operations Committee.
  • broader consultation should also include members of BECs/branch boards, branch and national executive managers, members of national sub-committees, and any other key personnel involved in branch, national and international strategic planning.

 

Who we are looking for

This role requires vision, creativity, and above all: a pragmatic outcomes-focused approach. This would suit someone who has previously led a strategic planning process, led an organisation through a change program, or who has worked with large organisations on planning and implementation.

Experience as a senior leader in scouting is not required, but it is essential that you have both:

  • the ability to navigate and consult with Scouts Australia’s complex set of stakeholders, and
  • an understanding of the strategic environment of Scouts Australia and the eight branches

 

Other considerations

  • the Strategic Plan Development Lead could do this work alone, or they could recruit a patrol/team of volunteers to support the initiative.
  • drafting a 2024-2026 three-year plan may involve developing a longer-term framework (eg. a 10 year plan or longer)
  • in 2024 we will establish a working group to coordinate the implementation of the 2024-2026 strategic plan (much as we have done for the 2021-2023 plan).
  • it is important to build on the successes of the current strategic planning development and implementation process, and to understand how elements could be further improved.
  • the new Plan needs to take into account the Asia-Pacific Region Plan of World Scouting, and should help to inform Branches with their own planning processes.  

 

Reporting

  • the Strategic Plan Development Lead will report to the NEC through the NEC Chair, in close liaison with the Chief Commissioner of Australia.
